What is it?

The Earners' Information System (SIP) is a tool for cooperation between the different actors involved in the management process of labour market policies. 

The objectives are as follows:

  • integration between income support tools (social shock absorbers) and active labour market policies;
  • creation of an information tool that is complete, accessible and updated in real time, containing all the available data relating to those who earn income support benefits;
  • monitoring and control of spending for passive policies (ministry, regions);
  • management of the provision of benefits in derogation and reporting of expenditure to the European Social Fund (regions);
  • presentation of data to the competent services for the planning of active labour market policies (relevant services, employment agencies, employment centres).

Who is it aimed at?

The Earners' Information System is aimed at:

  • Ministry of Labour and Social Policies – Directorate of Social Shock Absorbers and Employment Incentives;
  • Ministry of the Economy and Finance – Financial monitoring;
  • National Agency for Active Labour Market Policies (ANPAL);
  • regions;
  • employment centres;
  • bilateral bodies (affiliated with INPS);
  • interprofessional funds (affiliated with INPS);
  • citizens;
  • universities, research bodies;
  • other bodies authorised or accredited to carry out the envisaged functions, in accordance with regional regulations and those of the autonomous provinces of Trento and Bolzano.

How does it work?

Enabled subjects can access the online service to obtain useful information in terms of expenditure monitoring, earners of income support benefits, management of benefits as well as active policy planning. 

Depending on the individual who is logging in, different features will be available, to allow them access to the relevant services. The main sections are:

  • Active policies, to manage communications to INPS relating to the active policy pathways (Article 4, paragraph 36, Law no. 92/2012); information for granting incentives (Article 4, paragraph 39, Law no. 92/2012); the events that determine the forfeiture of the right to receive income support benefits (pursuant to Article 4, paragraph 44, Law no. 92/2012);
  • Monitoring, to view the cumulative statements of the number of parties earning income support;
  • Passive policies, to search for and view the profiles of earners of income support;
  • CIG in derogation (temporary unemployment), to search for, view and manage the profiles of the recipients, as well as manage the sending of authorisations, by the regions, to the CIG (Wage Compensation Fund) in derogation;
  • Mobility in derogation, to search for, view and manage the profiles of the recipients. In terms of mobility allowance, for example, regions can send authorisations for granting the service to parties identified as beneficiaries by specific regional decrees;
  • Solidarity funds, to search for, view and manage the profiles of the recipients;
  • Allowances/subsidies for autonomous regions and provinces, to search for, view and manage the profiles of recipients;
  • Unemployment status, to view the declarations issued by the Institute at the same time as the submission of ASpI and mini-ASpI claims (Law no. 92/2012);
  • Passive policies, to carry out searches and view the profiles of income support recipients.
