Allowance for unemployed or single-income parents with disabled children

The service provides a monthly allowance granted to single-parent households, an unemployed or single-income parent. The contribution of the allowance is irrespective of the ownership of the dwelling and does not contribute to the formation of the total income.

What is it?

It is a monthly contribution, paid on application, for parents with children with disabilities:

  • unemployed;
  • single-income.

Who is it aimed at?

The contribution is granted to one of the unemployed parents or single-income parent:

  • part of single-parent households;
  • with dependent children with a recognised disability of not less than 60%;
  • regardless of home ownership.

It should be noted that, with reference to this benefit:

  • single-parent households” means households with only one parent with one or more dependent children with disabilities;
  • unemployed parent” means an unemployed person or a person whose income from employment does not exceed 8,145 euro per year or from self-employment 4,800 euro per year;
  • single-income parent” means an individual who derives all of his or her income exclusively from work, even if the work is for a number of different employers, or if he or she is the recipient of a social security pension.

How does it work?

WHAT AM I ENTITLED TO?

If the claim is accepted, a sum of money will be credited each month:

  • Euro 150 for the whole year;
  • Euro 300 and Euro 500 respectively in the case of two children or more with a recognised disability of at least 60%.

The contribution:

  • can be cumulated with the Citizens’ Income;
  • does not contribute to the formation of income.

An expenditure limit of Euro 5 million is envisaged for the two-year period 2021-2023.

In the event of insufficient resources, priority is given (in order):

  • to claims submitted by applicants with the lowest ISEE (Equivalent economic situation indicator);
  • to applicants belonging to households with dependent minor children
    (ISEE being equal);
  • to applicants belonging to households with severely disabled children;
  • to applicants with children with medium disabilities.

Payment methods:

  • bank transfer domiciled at the post office;
  • credit to a current bank account;
  • credit to a post office current account;
  • postal booklet;
  • prepaid card with IBAN;
  • credit to IBAN SEPA Area (outside Italy).

From 10 April 2020 onwards, it is no longer necessary to fill in and send the SR 163 form  (INPS circular no. 48 of 29 March 2020).

WITHDRAWAL OF BENEFIT

Withdrawal of benefit occurs in the event of:

  • loss of one of the requirements;
  • decease of the child;
  • decease of the applicant;
  • revocation of parental responsibility;
  • custody of the child to third parties.

The parent is obliged to notify INPS promptly of the occurrence of one of the above-mentioned grounds for disqualification.

INPS shall stop payment of the allowance starting from the month subsequent to the one in which one of the grounds for disqualification occurred.

Revocation

In the event of failure to meet the requirements as a result of checks:

  • the beneficiary must repay any sums to which he/she was not entitled, subject to the penalties provided for by law.

Suspension

The benefit is suspended for the entire period of hospitalisation, in the case of temporary hospitalisation of the disabled child with:

  • long-term care institutions;
  • other residential facilities at the total expense of the state or other public administration.

Claim

REQUIREMENTS

At the time of submitting the claim, the parent must meet all the following requirements (under penalty of rejection):

  • be a resident in Italy;
  • have a valid ISEE with a value of no more than Euro 3,000 (if there are minor children, the ISEE minors is required;
  • be unemployed or with a single income and be part of a single-parent household;
  • be part of a household, as defined for ISEE purposes, which includes dependent children with a recognised disability of not less than 60%.

WHEN CAN I CLAIM?

The claim must be submitted to INPS, exclusively online, from 1 February to 31 March for each of the years 2022 and 2023.

HOW CAN I CLAIM?

The claim is submitted to INPS through the online service “Allowance for parents with children with disabilities”, which also allows claimants to view the outcome of their claim.

Alternatively, by:

  • telephoning the Contact Centre on +39 803 164 (free from Italian landlines) or on +39 164 164 from mobile phones;
  • using telematic services offered by patronage institutes.

The allowance to parents with children with disabilities is provided for by Article 1, paragraphs 365 and 366, Law no. 178 of 30 December 2020, as amended by Article 13 bis, paragraph 1, Decree-law no. 41/2021, converted into Law no. 69/2021.

The interministerial decree of 12 October 2021 (published in the Official Gazette, General Series, no. 285 of 30 November 2021), regulates the criteria for identifying the recipients of the allowance and the methods for submitting claims and the payment of the contribution.
