Vulnerable workers bonus - One-off allowance

The service allows you to claim for a one-off contribution of Euro 1,000 for the employment allowance granted to vulnerable workers for the year 2021. The bonus is compatible with other allowances. The service is intended for workers in the private sector.

What is it?

The “Vulnerable Workers Bonus” is a one-off allowance of one thousand euro.

Who is it aimed at?

It is granted to private sector employees:

  • who are entitled to financial illness insurance with INPS;
  • who in 2021 made use of the benefit referred to in Article 26, paragraph 2 of Decree-Law No. 18/2020 (converted, with amendments, into Law No. 27/2020), if the work has not been performed in a flexible manner and they have reached the maximum indemnifiable sick leave limit.

Whereas, it is not due to:

  • family workers (domestic help and caregivers);
  • employees in industry;
  • executives (industry and crafts);
  • managers;
  • doormen;
  • self-employed individuals;
  • workers enrolled in Separate Pension Scheme (Gestione Separata).

How does it work?

WHAT AM I ENTITLED TO?

The Euro 1,000 allowance can only be paid once to each eligible person, even if they meet the requirements for different categories of employment relationships.

The bonus for vulnerable workers is compatible with other allowances or unemployment benefits received by the claimant.

Claim

REQUIREMENTS

To be eligible for the bonus, the worker must meet the following requirements for 2021:

  • have been an employee in the private sector entitled to social security protection for illness from INPS;
  • have submitted one or more illness certificates (Article 26, paragraph 2, Decree-Law 18/2020, converted into Law 27/2020), as a worker in possession of recognition of disability with a connotation of seriousness (Article 3, paragraph 3, Law 104/1992) or certification of risk, resulting from immunodepression or the outcome of oncological pathologies or the performance of related life-saving therapies, issued by the competent medical-legal bodies;
  • have exceeded the maximum indemnifiable period of illness governed by the specific legislation for the worker submitting the claim;
  • have not worked in a flexible manner during the periods for which the bonus claimant submitted illness certificates.

When submitting the claim, the worker must declare the above by self-certification (pursuant to Articles 48, 73 and 76 of Presidential Decree no. 445 of 28 December 2000).

With regard to the measures adopted by the Institute regarding bonuses (referred to in Article 1, paragraph 969, of Law No. 234/2021), the person concerned may only bring legal proceedings.

WHEN CAN I CLAIM?

The claim deadline was set for 30 November 2022.

HOW CAN I CLAIM?

Exclusively online from the Institute's website through the dedicated service.

Alternatively, claims can be made by:

  • telephoning the Contact Centre on +39 803 164 (free from Italian landlines) or on +39 164 164 from mobile phones;
  • using telematic services offered by patronage institutes.

Payment of the bonus will be made by crediting an Iban account in the name of or jointly held by the applicant. In the case of a request for credit to an Iban SEPA Area (outside Italy), the beneficiary must attach, if not already produced to INPS for previous payment requests, the financial identification form MV70, which can be downloaded from the web portal.
