Unemployment benefit for journalists

The service allows individuals to claim unemployment benefits for journalists. Since 2022 they have been granted by INPS instead of by INPGI.

What is it?

The 2022 Budget Law transferred the functions carried out by the National Institute for Social Security of Italian Journalists (INPGI) to INPS, as from 1 July 2022.

Therefore, as from 1 July 2022, unemployment benefits for journalists are granted by INPS, in charge of managing temporary benefits for employed workers.

Until 31 December 2023, unemployment benefits are granted according to the rules established by the legislation in force at INPGI as at 30 June 2022.

Starting from 1 January 2024, the regulations envisaged for all workers enrolled in the Employees’ Pension Fund shall apply.

Who is it aimed at?

The unemployment benefit is aimed at journalists, in the transitional period from 1 July 2022 to 31 December 2023, whose employment relationship has been involuntarily terminated, who have at least three months (13 weeks) of contributions, who have been enrolled in the substitute scheme of compulsory general insurance for at least two years.

How does it work?

The benefit in the transitional period, paid monthly, is equal to 60% of the average salary of the last 12 months worked, within the limit of the ceiling for the salary of ordinary editorial staff.

It is subject to reductions starting from the sixth month and may apply for a maximum of 720 days.

From 1 January 2024, the unemployment benefit for journalists follows the rules of the NASpI scheme (new social insurance provision for employment).

Claim

The claim to access the unemployment benefit for journalists, in the transitional period between 1 July 2022 and 31 December 2023, can be submitted through the “Ordinary unemployment benefit for journalists” service.

Once authenticated, it will be possible to submit the claim through a specific function for sending the unemployment benefit form.

Processing times of the decision

The deadline to define the decision was set at 30 days by the Regulation for the definition of the terms to conclude the administrative proceedings adopted by INPS pursuant to article 2, Law 241/1990.
