What is it?

The Unified Scheme of Credit and Social Benefits Fund (Credit Fund), for which membership has been reopened (Article 1, paragraph 483, Law No. 160 of 27th December 2019), makes available to members:

  • mortgages and loans at preferential rates;
  • support for training and education from primary school to university master’s degrees;
  • health and prevention;
  • benefits for seniors and persons who are not self-sufficient;
  • active employment policies;
  • residential hospitality;
  • learning holidays and summer wellness holidays.

These benefits can be accessed by taking part in tenders, which can be accessed by all members of the Fund who meet the specified requirements.

Who is it aimed at?

The service is aimed at civil servants and pensioners who were not already registered on 1st January 2020.

In particular, the following may join:

  • pensioners, former civil servants, who receive a pension from the following funds of the Special Pension Scheme of Public Administration Employees:
    • Cassa Trattamenti Pensionistici dello Stato (CTPS);
    • Cassa Pensioni Dipendenti Enti Locali (CPDEL);
    • Cassa Pensioni Insegnanti (CPI);
    • Cassa Pensioni Ufficiali Giudiziari (CPUG);
    • Cassa Pensioni Sanitari (CPS);
    • pensioners who retained membership of one of these pension funds following privatisation;
    • non-commissioned auxiliary officers receiving a provisional retirement pension from the Ministry of Defence;
  • Former Civil Servants pensioners who do not benefit from pensions under the Special Pension Scheme of Public Administration Employees, but rather under schemes or special funds other than the aforementioned public pension funds (for example, FPLD, INPGI, ENPAM);
  • civil servants not enrolled in pension funds or funds (formerly ENPAS or formerly INADEL) for end-of-service treatment of the Special Pension Scheme of Public Administration Employees.

How does it work?

The Unified Scheme of Credit and Social Benefits is a Fund established in 1996 to finance credit, welfare and training benefits reserved for serving or retired civil servants, through a deduction applied to the economic sums they receive.

The deduction is equal to:

  • 0.35% of the salary for the worker in permanent employment;
  • 0.15% for the pensioner.

If the pension is less than or equal to the minimum pension payable by the Employees’ Pension Fund, no contribution shall be required.

Membership enables civil servants and pensioners to access benefits of:

  • credit;
  • welfare;
  • health protection;
  • support for study and entry into the world of work;
  • support for families, young people and the elderly.

The benefits are entirely self-financed with the contribution paid by the members and with the reinvestment of the proceeds from credit activities: no cost is borne by the State.

Claim

WHEN CAN I CLAIM?

An application for joining the Credit Fund can be submitted from 20th August 2021 to 20th February 2022.

HOW CAN I CLAIM?

The claim must be submitted exclusively online, by accessing the dedicated service with one of these authentication systems:

  • Public Digital Identity System (SPID);
  • Electronic Identity Card (CIE);
  • National services Card (CNS).

By accessing the service you will be able to:

  • submit a 'New Claim';
  • view the submitted claim and export it in PDF format by clicking on “View claim”;
  • view the progress of the ongoing administrative process, by clicking on “View claim process”.
