Calculation of working periods in the public sector

What is it?

It is a service, available on request and without cost for the claimant, to count, for pension purposes, the contributions paid to the Compulsory General Insurance (AGO) or other schemes for periods of employment with the State and other public institutions.

Who is it aimed at?

It is aimed at Civil Servants registered with the CTPS.

How does it work?

The service allows you to submit an claim for the calculation:

  • of non-official services rendered to the State with registration with the AGO or with special pension funds (art. 11 of Presidential Decree no. 1092 of 29 December 1973);
  • of official and non-official services to the legislative assemblies of local regional institutes, parastatal institutes or public law institutes and institutes subject to State supervision or protection (art. 12 of Presidential Decree 1092/1973).
  • of the services provided, for the purposes of calculating service experience for classification in State administrations as an official or non-official employee (art. 15 of Presidential Decree 1092/1973).

The assessment shall be based on either art. 11 or art. 14, as appropriate, according to whether the periods in question were completed with or without AGO membership.

The claim (Presidential Decree 1092/1973) may be withdrawn by the claimant before the issuance of the relevant recognition decision by the Institute.

Waiver of periods of service to be included in the calculation is permitted until the Institute has adopted the formal decision. 

Claim

WHEN CAN I CLAIM?

The claim can be submitted:

  • during employment;
  • within the mandatory term of 90 days from the date on which the employment relationship was terminated;
  • since 31 July 2010, by the registered policy holder, i.e. the person leaving employment without entitlement to a pension.

If the employment relationship ceases due to reaching the age limit, the calculation claim must be submitted at least two years prior to the termination of the employment relationship (former Inpdap Circular no. 38 of 11 June 2004 and INPS message no. 7101 of 23 November 2015).

HOW CAN I CLAIM?

The service calculation claim must be submitted online to INPS through the dedicated service, accessed with your personal credentials.

Alternatively, claims can be made by:

  • Calling the contact centre on 803 164 (free from Italian landlines) or 06 164 164 from mobile phones.
  • using the telematic services offered by patronage institutes and intermediaries of the Institute.

Processing times of the decision

The ordinary deadline for issuing the decisions is set at 30 days under Law no. 241/1990. In some cases the law may set different deadlines.
