The service allows claims to be made for benefits for workers who are at least 35 years old and have a contributory seniority of at least 10 years, who are affected by thalassaemia major or thalassaemia intermedia undergoing blood transfusion or treatment with hydroxyurea, those affected by sickle cell disease, and those affected by sickle cell-thalassaemia.

What is it?

The annual allowance is an economic benefit issued upon request, regardless of income and other social security or welfare benefits received. 

It is granted to workers affected by:

  • thalassaemia major (Cooley's anaemia);
  • sickle cell disease (sickle cell anemia);
  • sickle cell-thalassaemia;
  • thalassaemia intermediaundergoing blood transfusion or treatment with hydroxyurea.

Who is it aimed at?

The allowance is due to workers who:

  • are at least 35 years old;
  • have a contributory seniority of ten years or more;
  • are dependent workers;
  • are self-employed;
  • are freelance professionals;

How does it work?

START DATE AND DURATION

The allowance is paid starting from the month following the submission of the claim.

WHAT AM I ENTITLED TO?

For 2023, the amount paid is 563.74 euro per month, equal to the minimum pensions paid by the Employed Workers' Pension Fund.

The allowance is exempt from IRPEF (personal income tax) and is granted even if the claimant has paid contributions to other social security institutes.

Claim

REQUIREMENTS

Workers affected by thalassaemia major, sickle cell disease, sickle cell-thalassaemia or thalassaemia intermedia receiving blood transfusions or treatment with hydroxyurea are entitled to the allowance if they meet the following health and administrative requirements:

  • persons acknowledged as suffering from the pathology by their ASL, with a certificate bearing the name of the disease and therapy with transfusion or with hydroxyurea treatment;
  • workers with at least ten years of contributory seniority;
  • those who are at least 35 years old;
  • all patients with thalassaemia major, sickle cell disease, sickle cell-thalassaemia, thalassaemia intermedia undergoing blood transfusion or treatment with hydroxyurea, regardless of income and other social security or welfare benefits received;
  • people with Italian citizenship;
  • foreign EU citizens listed at the registry office of their municipality of residence;
  • non-EU nationals legally residing in the territory of the State with a residence permit of at least one year (Article 41, Consolidated Act on Immigration);
  • citizens with a permanent and regular residence within the national territory.

HOW CAN I CLAIM?

The claim must be submitted online through the dedicated service directly by the interested party using their own credentials (SPID, CIE, CNS) or through a patronage institute or other intermediary authorised in accordance with current legal provisions.

The following must be attached to the claim:

  • certificate confirming thalassaemia major (Cooley's anaemia), sickle cell disease (sickle cell anaemia), sickle cell-thalassaemia, thalassaemia intermedia undergoing blood transfusion or treatment with hydroxyurea, issued by the Local Health Authority (ASL);
  • certificate of contributory seniority, equal to or greater than ten years, issued by social security institutes other than INPS (if the contribution necessary to meet the requirement has been paid in whole or in part to other institutes);
  • employer's certificate with the contributions paid to INPS, if required for the contributory requirement, which are not included in the Certification of the Withholding Agent (CU) and, for the current year, in the E-MENS report

 

Processing times of the decision

The ordinary deadline for issuing the decisions is set at 30 days under Law no. 241/1990. In some cases the law may set different deadlines.
