Issuance of A1 certification for work in EU and EEA countries and Switzerland

The service allows individuals to request the issuance of the A1 certification which is valid for work in the European Union and Switzerland.

What is it?

The service allows online submission of claims for the issuance of the portable document A1 by workers. Through this channel it is also possible to submit the request for issuance of the A1 certification of secondment of a domestic worker and that concerning civil servant. For the aforementioned types of workers, the subject required to transmit the claim is the employer.

Who is it aimed at?

The service can be accessed by workers and delegated parties, employers and delegated parties (limited to cases where the submission of claims by employers is allowed).

How does it work?

The service allows the electronic transmission of the following requests claims for issuance of the portable document A1:

by the workers concerned and delegated parties (Annex 1 of circular no. 136 of 23/12/2022)

  • Seconded self-employed worker (Article 12, paragraph 2, Regulation (EC) no. 883/2004);
  • Self-employed worker pursuing an activity in several Countries (Article 13, paragraph 2, Regulation (EC) no. 883/2004);
  • Self-employed and employed worker pursuing an activity in several Countries (Article 13, paragraph 3, Regulation (EC) no. 883/2004);
  • Civil servant who is employed and/or self-employed in several Countries (Article 13, paragraph 4, Regulation (EC) no. 883/2004);
  • Employed worker pursuing an activity in several Countries (Article 13, paragraph 1, Regulation (EC) no. 883/2004);
  • Flight and cabin crew (Article 11, paragraph 5, Regulation (EC) no. 883/2004)
  • Exception (Article 16, Regulation (EC) no. 883/2004);
  • Agreement with general exceptions;
  • Agreement with exceptions regarding the extension of the secondment of self-employed workers;
  • Employed/self-employed worker who is subject to the legislation of the Country in which they work (Article 11, paragraph 3, letter a) Regulation (EC) no. 883/2004);

by public employers and delegated parties

  • Civil servant (Article 11, paragraph 3/b, Regulation (EC) no. 883/2004);

by the domestic workers’ employer (natural person) and delegated parties

  • Seconded employed worker (Article 12, paragraph 1, Regulation (EC) no. 883/2004);
  • Agreement with exceptions for secondment of employee (Article 16, Regulation (EC) no. 883/2004).

Once logged in, the procedure will bring up, where present, the list of previous claims. By selecting "new claim" you will be able to enter a new claim. Depending on the situation to be certified, the claimant will select the case of interest among those presented. Once the selection has been made, it will be possible to complete the request form and send it.
