What is it?

The ‘Valore PA’ initiative provides for the coverage of the cost of participation in the courses chosen by INPS through a selection procedure for university courses offered by Italian universities.

Who is it aimed at?

The training courses are aimed at employees of the public administration members of the:

  • Unified Scheme of Credit and Social Benefits;
  • Teachers and School Managers Assistance Scheme.

How does it work?

The public administration to which they belong identifies, based on the work carried out and in synergy with the universities and related parties, the participants who will be able to derive the greatest benefits from the training activity.

The training has the objective of generating a ‘value’ for the system.

The topics of the courses are identified within the framework of general themes, based on the training needs expressed by all participating administrations.

The model aims to:

  • strengthen the network between public administrations and multi-stakeholder centres in the provision of welfare services, capable of making the best use of financial and organisational resources;
  • simplify the methods of accessing benefits;
  • apply criteria of fairness and transparency.

The training initiatives are of medium complexity (first level), carried out with in-person classes, and higher education (second level).

The latter are divided into two types:

  • face-to-face lessons;
  • courses carried out with the learning bydoing
    In the latter case, higher education will be carried out by contributing to the design of an innovative management model for public services carried out in collaboration with public administrations.

Each course, paid for by the INPS, provides for a minimum and maximum number of participants: 

  • 20 and 50 people, for first-level and second-level type A courses;
  • 10 and 25 people, for second-level type B courses. 

If the number of applicants exceeds the number of places available, the Institute may ask universities and related parties:

  • to activate multiple editions of the same course;
  • to organise a selection test, at the expense of the university, to identify the actual users of the service using meritocratic criteria.

Courses may be held at the following locations:

  • university; 
  • the public administrations involved; 
  • INPS.

Employees identified by the administrations may only participate in the training courses provided in the service region.

Teaching, through project activities in the field and practical verification tests, develops:

  • knowledge;
  • professional behaviour;
  • ability to use the tools.

Participants in the course will be able to formulate, before the beginning of the course and in the manner indicated by the university, questions on the topics covered which will then be subject to in-depth study during the training course.

For the three months after the course, the teachers will provide the participants with advice and answers to any questions on the topics addressed.

Processing times of the decision

The deadline to define the decision was set at 30 days by the Regulation for the definition of the terms to conclude the administrative proceedings adopted by INPS pursuant to Article 2 of Law no. 241/1990.
