What is it?

Home care services are aimed at people who are not self-sufficient, with the aim of intervening in their welfare sphere and preventing their cognitive decline.

The beneficiaries are entitled to:

  • a financial contribution (main benefit) reimbursing the cost of a home-care assistant hired under a domestic employment contract;
  • personal assistance services (supplementary benefits) provided by territorial agencies or entities affiliated with the Institute, subject to approval of the social assistance plan.

A list of the territorial agencies and affiliated public entities is published on the Institute's website, in the section dedicated to the competition.

If no affiliated entity is present in the area of residence, the beneficiary is entitled to a 15% increase on the amount of the main benefit, within the limits of the sums due pursuant to the tender, and if he/she is eligible for supplementary benefits in relation to the score obtained when assessing the social assistance need (at least a score of 10) and in relation to the ISEE bracket.

Who is it aimed at?

This service is aimed at:

  • employees enrolled in the Unified Scheme of Credit and Social Benefits;
  • pensioners enrolled in the Unified Scheme of Credit and Social Benefits;
  • spouses, in the absence of a separation judgment,parties to a civil union, and cohabitants(pursuant to Law 76/2016);
  • brothers, sisters and relatives of the first degree, only if these subjects are under the guardianship or custody of the beneficiary;
  • first-degree relatives even if not living together;
  • orphaned minors of employees already enrolled in the Unified Scheme of Credit and Social Benefits and of pensioners of the Civil Servants’ Pension Scheme.

Minors under the care of the beneficiary by virtue of a custody measure (family, judicial or pre-adoptive) issued by the court are equated with children.

The beneficiaries must be identified among disabled minors or adults.

How does it work?

The competition notice is published on the Institute's website, in the section Credit and Welfare Tenders and Notices

To send a proposal for joining the HCP Project, the territorial agencies or public entities concerned shall use the procedure "Civil Servants' Pension Scheme: HCP home care – benefit management (Regions, territorial and social agencies, local health units)" available through the "Welfare Portal in a click" service or by clicking directly on the "Access the service" button.

Those entitled to the financial contributions and social and welfare services provided by the HCP project, on the other hand, shall use the "HCP home care - Civil Servants' Pension Scheme (Citizen)" service to manage the benefits of the HCP home care, while to submit the claim they must follow the steps indicated in the next paragraph "How can I claim?".

If the beneficiary of the right does not coincide with the holder of the right, the latter (even with the assistance of a patronage institute or the Contact Centre) shall first register the beneficiary using the "Access to welfare services" service. In case of delegation to the submission of the claim, it is necessary to attach the beneficiary's delegation.

The budget of the benefits depends on the value of the social and health ISEE referred to the family unit to which the beneficiary belongs, or of the ISEE for minors with unmarried and non-cohabiting parents.

The value of the ISEE contributes to determining the ranking and the amount of the contribution to the beneficiary and the territorial agency. In the absence of a DSU, the beneficiary is automatically placed in the highest ISEE bracket and is not entitled to supplementary benefits.

In the event of failure to submit a valid DSU, the claim will be placed in the queue of the ranking of the eligible. In the case of ex aequo- equally placed -, priority shall be given to the oldest beneficiary.

Upon verification of the requirements set in the tender, INPS shall notify the claimants of the acceptance of the claim or the notice of rejection, inviting them to modify or supplement the missing information.

Claim

HOW CAN I CLAIM?

The claim can be submitted through the following channels:

  • online by accessing the dedicated service ("One-click welfare portal") using the personal credentials;
  • Calling the contact centre on 803 164 (free from Italian landlines) or 06 164 164 (from mobile phones), always using the personal credentials;
  • patronage institutes, entering the DSU protocol and the details of the report certifying the state of invalidity.

Processing times of the decision

The deadline to define the decision was set at 30 days by the Regulation for the definition of the terms to conclude the administrative proceedings adopted by INPS pursuant to Article 2 of Law no. 241/1990.
